The application-specific permission settings do not grant Local Activation permission for the COM Server application with CLSID
{61738644-F196-11D0-9953-00C04FD919C1}
 to the user NT AUTHORITY\NETWORK SERVICE SID (S-1-5-20).  This security permission can be modified using the Component Services administrative tool.

Event loglarda zaman zaman bu hataları görüyorsanız. Bir DCOM+ uygulamasının yetkilendirme eksikliği vardır. Bunun için öncelikle regedit aracı ile registryden bu CLSID ye sahip servisin ne olduğunu tespit edin. (Regedit'i açıp Find deyip 61738644-F196-11D0-9953-00C04FD919C1 değerini yazarak bulabilirsiniz.) Bu örnekte IIS WAMREG admin Service adını göreceksiniz.

Bundan sonra start>run> dcomcnfg yi açın.  Component Services>Computers>My Computer>DCOm Config>IIS WAMREG admin Service>Sağ tık>Properties>Security sekmesine geçin. Customize düğmesine tıklayın oradan Edit butonu ile hata mesajında adı geçen kullanıcı olan Network Service kullanıcısına yetki verin ve iis i resetleyin.
